A beacon of democracy in the cosmos, the Boreal Federacy is a large nation within Via Aylathiya located mostly within its Borealis Arm. Its 7 states, 3 member-states, and 1 associate state have a total area of thirty billion stars. The Federacy is divided into three main governments, the federal government on Jörmungandr, the Entente government on Ayomi, and the Sagittarian government based on Thalia. The Boreal Federacy was created out of the ashes of the dying Confederacy of Borealis as it nearly collapsed into civil war.

The idea of a vast democratic nation was mostly foreign to Via Aylathiya in the past. The galaxy was far too unstable for large-scale democracy to ever be effective. That was until the Great Empyreal Crusade, a genocidal conquest by the nation of Empyros against the entire galaxy. With the creation of a common enemy for the galaxy to rally against, a stable galactic community formed. At once, the galaxy became stable enough to allow for this once experimental system to thrive. Vanaheimr was the first to try this then obscure system. Dotskgard and the United Federation of Star Systems soon followed suit.

As an increasing number of democracies formed, they agreed to form an alliance called the Confederacy of Borealis in 30,108 CE. Galactic-level democracy finally seemed ultimately practical, having surpassed the various aristocracies and technocracies at the time. After eventually coming to dominate the galaxy, the Confederacy would engage in the War of the Ancients, causing it to lose its prestige. The Quintet Payotari Association, Commonwealth of Aggregate Aylathiya, and, eventually, the precursors to the Greater Martial Consilium would catch up to the Confederacy. After Jezebel's War, a conflict that nearly caused the collapse of the Confederacy, the people of the nation decided to greatly reform it. In 89,121 CE, the people of the Confederacy agreed to federalize the nation. Only Sagittarium and the Entente of Ventemir had the ability to decline fully joining, opting instead to remain somewhat independent.

Today, the Federacy is a superpower just as it precursor had been. To defend the admittedly fragile institution of democracy, it invests heavily in its military infrastructure to make sure another humiliating defeat, such as the War of the Ancients or Jezebel's War, would never happen again. Were the Federacy to fall, its peculiar form of governance would fall with it, extinguishing a spark that has endured for nearly 100,000 years.

Political Structure[]

The Boreal Federacy is a federal republic in which majority rule is balanced with certain protections and freedoms afforded to all. Since its founding, the Federacy has been the most democratic major nation within Via Aylathiya. There are two primary political divisions within the Boreal Federacy, member-states and component states. The member-states of the Boreal Federacy have significant self-governing powers, much more so than its other states. The Federacy can be thought of as a sort of "triumvirate" in which the Federal Government, Sagittarium, and the Entente of Ventemir exist in a balance. The balance of power between the federal government and the member-states are detailed under one central document called the Second Treaty of Albedo which is more akin to a constitution than to any treaty.

Out of the three main governments, the federal government has the most power according to the treaty. It has the exclusive right to declare war, can pass binding laws that effect the entire nation, and has the exclusive right to issue currency. It is divided into four branches, the Executor, Legislature, Ministry, and Council of Borealis. These bodies each have distinct powers and functions within the government. The two member-states have their own forms of government. While Sagittarium is mostly democratic, the Entente is a constitutional aristocracy (with a distinct form of government called the "Entente System").

There is one other state existing in class of its own, Regnum Aureiga. As the only associate state of the Boreal Federacy, Regnum Aureiga has by far the most broad self-governing powers. The state uses the official currency and has Boreal Basic as its official language. Apart from that, it is mostly self-governing.

The Legislature[]

Each state is entitled to representatives in a Chamber of Tribunes, Chamber of Censors, and the Senate forming a Tricameral legislature. These houses each have distinct powers. The Legislature is by far the most powerful of the branches and has the task of creating laws.

Chamber of Tribunes[]

The Chamber of Tribunes is the largest and most powerful of the legislative houses. With it lies the power of government finance, war, and foreign affairs. Each state gets proportional representation in the Chamber to their population, with a minimum of one representative. There are currently 124 representatives in this chamber. In order to run for office in this chamber, one must be over 100 years old, be a citizen of the Boreal Federacy and the state they represent, and must be a physical being. AIs and other such beings are banned from the Chamber unless they have permanent physical forms such as androids.

Chamber of Censors[]

Powers of impeachment and other matters of curbing government corruption lie with the Chamber of Censors. They have the power to launch investigations into any branch of government in any nation within the Boreal Federacy. The chamber does not have representatives but is filled with individuals with the title of Obudsman or Censor they are often referred to as both. They also investigate inefficiency, even among strategic private entities such as the Abnormal Commodities Exchange, and resolve complaints levied onto government branches by citizens. The Chamber of Censors has two main committees, the Investigation Committee and the Ethics Committee, if they both agree to veto a law, they can veto all but budgetary laws. Censors are usually appointed officials who fulfill life terms. They are appointed by the president out of a pool of officials hailing from each state.

Senate[]

The Senate is an apolitical house that appoints regional officials, supervises the judiciary, and supervises the federal military. The Senate does not have powers to appoint officials in the member-states. Senators, as they are known, are entirely artificial, emotionless, and independent artificial intelligences. While there was originally push back against the idea of artificial minds running the nation, the officials they appointed were over 75% more effective than other officials, eventually causing them to become an accepted facet of the government. The Ministry, by tradition, also allows the Senate to appoint generals to command the military; however, this is not an official power the Senate has.

The Executor[]

The Executor is the word used to describe the Executive Branch of the Boreal Federacy. The Executor is headed by a president. The president is both the head of state and the head of government. The President is the commander-in-chief of the internal security offices (distinct from the military), is considered to be the chief diplomat, has the ability to appoint heads to federal departments, has the power to deploy expeditionary forces, and can also gain the title "Prime Minister." The Prime Minister is an emergency title afforded during to the president at times of war. When given, the president effectively absorbs the Ministry into the Executor.

The Ministry[]

The Ministry controls the military; coordinates with the militaries of the Entente, Sagittarium, and Regnum Aureiga; gathers foreign intelligence; and has the power to engage in clandestine activities, a power not afforded to any other branch of government. The Ministry is headed by a Prime Minister (unrelated to any parliamentary system despite the name) who is also the commander-in-chief of the armed forces save for internal security. The Ministry is also the only branch of government that has officials from Sagittarium and the Entente alone, with no provisions for the rest of the states to have representation. The Ministry is able to engage in small-scale and defensive military action without approval but only as long as it takes for the Chamber of Tribunes to evaluate whether this action if justified.

The Council of Borealis[]

The Council of Borealis comprises the elected leader of each state: member, associate, and component. The Council is the only body that can pass amendments to the Second Treaty of Albedo. While this is their main power, they also have the power to declare war by popular vote; however, this can be vetoed by the Tribune. This is the weakest of the branches and has the fewest responsibilities of the four. Consequently, the governors of each state only meet once per standard year to discuss the issues facing the Boreal Federacy.


Political Divisions[]

The Boreal Federacy is divided into ten states who are, in turn, divided into prefectures, provinces, realms, wards, and oblasts. Each of these divisions are distinct in their powers of self-governance. Several states only have one type of division while others, in particular Esdellen, has all five. Currently, there are over 206 of these state divisions. Each one is divided into smaller divisions universally called regions, which are, in turn, divided into smaller areas that vary between different divisions. On the smallest scale exist governorships, local governments that control singular planets (although some planets are divided among multiple governorships).

Second Level Divisions[]

The states are divided into territories classified as one of the following:

  • Prefectures:
    • Prefectures are given fairly broad self-governance power. They have their own heads of state and governance, called "prefects" that mirror the duties of the president of the state where they lie. They are required to have constitutions of their own as well as a congress made up of elected representatives. Many prefectures have the ancient borders dating all the way back to Erstes Konsortium when they were called "Archduchies."
  • Provinces:
    • Provinces are regions with relatively limited self-governance capabilities owed to a smaller population or lack of infrastructure for doing so. Unlike Prefectures, which gain their power from the constitutions of the various states, the legal power of provinces was given to them by state legislatures, meaning that powers can (and do) vary from province to province. They can be thought of as "proto-prefectures" as almost every prefecture admitted after the Federacy's creation was, at first, a province. Provinces are ran by provincial councils and have no head of state or government.
  • Realms:
    • A realm is an area controlled by what is known as a "third party." These third parties could be anything from wealthy families to private firms. Choosing to live in these areas is mostly done when employed by these entities, as they are otherwise devoid of inhabitants. The Boreal Legislature, not state legislatures, has the power to reorganize provinces at any time, up to and including dividing their territory into realms. The legislature usually grants rights to realms to organizations seeking to develop an area while also avoiding a large amount of the taxes that come from operating in other areas. Realms are typically only made up of one thousand stars at the largest.
  • Wards:
    • A ward is a division containing exactly one planet or system. They are areas, such as Petra, Thalsiedeln, or New Alexandria, with populations so great that their numbers would drown out the voices of any Prefecture they would otherwise be in. To give people in sparse areas, that often have different needs, a voice, these worlds are given their own division not part of any other. In all other ways they are exactly the same as Prefectures.

Third-Level Divisions[]

Most First-Level Divisions are divided into smaller divisions with less power than the first-level divisions possess. The name varies, but the most common division of this type is the "Parish" or "Region." Third-level divisions generally handle small affairs. Parishes are the divisions in which representatives in the Boreal Legislature represent. They vary in size from several star systems to larger than many prefectures. Parishes have the power to divide themselves into smaller subdivisions as well as build local infrastructure.
