A Great Power, as compared to a Superpower, is a nation powerful or influential on the scale of a galaxy rather than the scale of the Local Universe. Many Great Powers comprised superpowers such as the Confederacy of Borealis or Commonwealth of United Economic Nations. These nations are by no means "weak;" they just exist on a smaller scale than superpowers do. Most of them are late Type II or early Type III on the Kardashev Scale.
