Becoming a Member State of the Confederacy of Borealis is one of the largest decisions a nation can make. Joining requires the adoption of an official language, Xeno, the loss of sovereignty, the loss of control of their own currency, and the loss of autonomy in defining their own trade relations. Many nations see the benefits of free trade among Confederate nations, a more stable currency, increased foreign investment, protection from outside threats, and the benefits of the Confederacy's soft power as more worth it than the drawbacks. Other nations become what are known as Associate States, nations that while using the currency or engaging in free trade, still maintain the majority of their sovereignty at the cost of losing most representation in the Confederate Congress.

Member nations of the Confederacy of Borealis agree to tribute a certain part of their government spending (normally ten percent) to the Confederate Government. Nations are required to tribute a portion of their military resources as well. These can be thought of as the "membership dues" for nations within the Confederacy. With these dues come a small delegation in sovereignty, however, this is accompanied with huge returns. Not only do states receive protection by the largest military in the local universe, they also receive the economic boon that accompanies free travel, access to technologies developed by member states, representation in the Tenth Galactic Congress, and access to the galaxy-spanning travel networks such as the Transsagittarian Hyperlane Network.

Through hundreds of treaties, the Confederacy grew from just two founding nations to over twenty-seven, with several more pending acceptance into the Confederacy or have partial membership. There are a handful of nations that are associated states to the Confederacy, the largest of which being the Entente of Ventemir, the nation controlling most of the Ventemir Galaxy. Associate states have lower dues, but also have less privileges and half the representation.

The United Federation of Star Systems

The United Federation of Star Systems is the largest member-state of the Confederacy of Borealis. The nation has territory extending over 10.9 billion stars, with over three billion fully colonized. Of these three billion, large numbers are large stars with high energy output, allowing for them to achieve Kardashev III status. The nation, were it alone, would qualify as a superpower in its own right. The UFSS is a federal republic itself made up of hundreds of states. The Federation is the economic and political center of the Confederacy and has assumed a sort of role as "leader" of the Confederacy.

The nation was originally founded with the intention of uniting all humans under one banner. This goal, however, proved to be impossible, as even a fairly similar nation of humans, Vanaheimr, declined to join. As soon as this became clear, the goal shifted to creating an equal and free nation for all those willing to participate. The nation formed out of what was once the Erstes Konsortium, a once-powerful monarchy founded during the Split of the Yohjan Confederacy. The monarchical nature of the Konsortium carried over somewhat into the modern Federation, with various noble houses still operating in the nation to this day. While there is technically still a monarch as well, reforms in the 50,000's removed the title from the Spielmann House.

Sagittarium.jpg 3.05 Thalia Humans, Thalians This nation has the highest energy output of any in the galaxy, but they export a great deal of it, lowering the Kardashev score.

Sagittarium is the second largest member state of the Confederacy of Borealis. This nation has territory extending over 22 billion stars, with 811 million fully colonized systems under its control. The nation gathers most of its energy from the Nocturne black hole in the center of the galaxy. Sagittarium is a democratic republic home to some of the loosest artificial intelligence laws in the galaxy, allowing for a portion of the population (almost one percent) to be entirely artificial.

Sagittarium was originally a semi-fascist state created immediately after the Great Empyreal Crusade after a coup in the Vaplein Republic. In the early history of Sagittarium, it was by far the most powerful nation in the galaxy. Were it not for the untimely death of its original leader, Klein Vay, it would have become the first modern superpower in the local universe. Even so, its status as the most powerful military power, unlike its economy and prestige, never went away. In fact, to this day it has the largest military of any member-state in the Confederacy. A somewhat friendly rivalry exists between Sagittarium and the Federation to develop the best military technology, an echo of the War of the Ancients when both nations were fighting for their existence.

Currently, Sagittarium is constructing a Birch Planet around Nocturne called the The Agorae. This station was originally constructed almost 80 thousand years ago, however, funding was often diverted from the project to other things, making progress very slow. In recent years, however, the amount of resources being put towards the project was increased eight-fold, solely because the newest Sagittarian President was too patriotic to let the Commonwealth be the only nation with large Birch Planets. Construction is expected to be complete by 102,900 if the plan is followed to completion, which is unlikely.

Sagittarium has had a history defined by the wildly different attitudes its Chancellors have had throughout the years. Some Chancellors use the power of the state to enforce their goals while others rely on democratic means to make decisions. The nation bounces back and forth between "partial democracy" and "full democracy" based on the attitudes of the Chancellors, giving the nation one of the lowest stability scores in Via Sagittaria.

Dotsk11.png 3.000 Eithlinn Dotsk Dotskgard is essentially a singe-system state that controls large numbers of resources near to its home world.

Dotskgard is a fairly small member-state of the Confederacy. In fact, its official territory is only ten light years across at its widest. The Dotsk originally came to be on a moon, Eithlinn, which orbits a gas giant, Tuirne. All the resources they ever needed, from hydrogen to trans-uranic metals, could be found around this gas giant. The system itself had a handful of other planets, all of which were dragged to orbit Tuirne. Since their gas giant orbited a brown dwarf, they had no concept of a dyson swarm and had to rely on massive fusion arrays to get their energy. Eventually, they located a nearby black hole and brought it to their own system. The started feeding the mass of their brown dwarf and gas giant into this black hole to gather energy. It became what is known as a Birch Planet. Later on, however, they decided to enhance their energy production means. While Birch planets had the potential to power the populations of entire galaxies, the Dotsk had a different idea in mind for their expansion. In 19,180 CE, after a civil war destroyed large portions of their original Birch Planet, they decided to begin construction on Mili, a Recurrent Supernova Engine that, periodically, created an artificial supernova in its core to power the nation. To this day, the entirety of Dotskgard lives around Mili, only increasing the frequency of the supernovae as energy demands rising.

Territory beyond Mili and its satellites was territory granted to it by the Confederacy in the treaty that made the nation join. It mostly just exists as a resource repository. Major worlds include Eithlinn and Anamnesis, the capital of Dotskgard and the financial capital of the CoB respectively. These worlds all orbit the original birch planet and, while originally tidally heated by their parent planet, are now almost entirely artificially heated. In fact, little about any of the core worlds of Dotskgard is natural. The nation has had over one hundred thousand years to alter their home system and alter it they did. They currently have to import almost all of their resources from small colony worlds, a practice they have mastered over their long existence. They are the one of the few Kardashev III civilization that does not qualify as a superpower.

The Empyrean

The Empyrean is the third largest nation that is a part of the Confederacy. The word "Empyrean" means "heaven, in particular the highest part of heaven." The nation is named such due to the belief system of its inhabitants, called Fuukanism. Practitioners of the religion believe that the Empyrean, as a nation, is the "leakage of heaven into this world," hence the name. The nation as a whole, however, is not a part of the Confederacy. It is technically two nations acting as one, with one being a member of the Confederacy and one not. As a whole, The Empyrean is only partially under the control of the Confederacy.

The Empyrean is one of the few theocracies in the Confederacy and, despite the differences in doctrine throughout the nation, maintains one core belief. They believe Fuukos, their principle deity, has tasked them with advancing enough technologically to reach heaven and escape the apocalypse which Fuukos will one day bring about. Apart from this core belief, versions of the faith vary wildly. Some factions believe in many gods, some believe the Ravis are the chosen people, some believe that every sapient species with religion was chosen, some believe in an afterlife, and some do not.

The Empyrean has gone through periods in its history where war was seen as a good thing. Two or more groups would fight and they believed Fuukos would intervene on behalf of whomever was more aligned with her heart. Throughout history this added billions of pages of text to the orthodox religion. Many spend their entire lives trying to understand the entirety of the text, with only a handful achieving total understanding. This depth of knowledge, also called "The Abyss," is one of the most influential groupings of text in the local universe without so much as a per mille of the population having read a significant portion of it.

Vanaheimr was the first nation to be admitted to the Confederacy of Borealis. It was a champion of the highly federalist system now in place for the Confederacy. The nation consistently scores highly on metrics such as the democracy index and freedom index, while also scoring lowly on the inequality index. The nation, while initially very homogeneous, has gradually shifted to be a very diverse nation with no clear majority. This is despite the ludicrously difficult immigration process the nation put in place to prevent what are known as "radicals" from living in the country. To maintain its high scores it makes sure that those visiting leave as soon as they are required to. Remaining in the nation past the visitation window is one of the few ways to be permanently barred from re-entry.

The nation was created as furious workers rebelled against the Erstes Konsortium. These workers belonged to an ethnic minority, known as the Vanir, which were generally mistreated despite being just as human as the rest of the Konsortium. The Vanir won in the end and created a Market Social Economy, that is, an economy where worker cooperatives own the means of production rather than corporations or the state. Workers would receive the profits split up among themselves, bosses and CEO's were appointed by vote of the workers (and sometimes customers), and the only way to be fired or laid off was if the majority voted for it. The state itself would exist to maintain this system, harshly punishing corruption with banishment and maintaining a strong military to prevent outside intervention damaging the system.

To this day it maintains this original economy, with some of the largest cooperatives operating across not only Vanaheimr but the galaxy at large. The existence of these cooperatives forces the regular corporations to pay fair wages with minimal government intervention, an ideal set up for any economy. Vanaheimr, while not the economic center of the Confederacy, is most certainly one of the most influential states economically.

The Un'iot Collective

Unoit.jpg 2.807 Torlak Un'oit The Un'oit Collective is a technocracy rather than a full democracy, a rare occurrence among major Yohjan states.

The Un'oit Collective is a mid-sized nation within the Confederacy. It was the most recent major addition to the Confederacy, joining in 88,173 CE. The Collective is an example of a Partial Technocracy, a form of government in which the most qualified, in this case individuals augmented with powerful computers, would rule the nation in the way they see fit. Local positions are filled with elected officials, with only the highest level of governance having a technocratic element.

The nation emerged out of thousands of warring nation-states united by an intervention of the Yohjan Confederacy. When the Yohjan Confederacy fell, the Collective remained as a cohesive nation. Even after the Confederacy reformed, its people simply refused to join citing the rampant inequality found in the previous government. They would remain fully independent until joining during the War of the Ancients when they were hit badly with the celestial plague.

Rendell.jpg 2.727 Ekros Humans, Thalians, Ekrosians Rendell is still technically a part of Sagittarium, but it is officially its own nation with its own membership in the Confederacy.

Rendell is an electocracy located in Via Lacrimosa. The nation was founded in 31,794 CE as a satellite state of Sagittarium. It gained partial independence when Sagittarium democratized and joined the CoB in 41,184 CE. It controls a large portion the Via Lacrimosa and many of the stars closest to it. It has a fairly modest size and population compared to other member states, but it has taken great care to live up to its original colonizer. Rendell has a large military in part due to generous funding it receives from Sagittarium and in part due to the fallout of the War of the Ancients. Rendell was hit hard by the Quintet Puontari Federation, so much so that the population has still not reached pre-war levels. The native Ekrosians only have a population in the trillions. Compared to the sextillions of humans within the nation, they are practically endangered.

Rendell, embracing its home-culture, places great emphasis on its central black hole. They care so much about it that almost every inhabited world orbits within one lightyear of the body. The Ekrosian home world, Ekros, was moved to orbit it. Their technology regarding the colonization and utilization of black holes comes directly from Sagittarium, giving them one of the most developed black holes in the Confederacy.

The government is headed by 7 heads of government, each presiding over a different branch of government and each representing a different district. The branches will cycle between all 7 of the districts located in Rendell, allowing each one to elect an official to a particular branch every seven election cycles (which each last 4 Ekrosian years, 20 standard years). These leaders are not held accountable to the people while in office in any way besides through elections, however, the representatives to the Confederacy are directly elected.

The State of Tenshi

The State of Tenshi is one of the few monarchies that are a part of the Confederacy of Borealis. It qualifies as a democracy due to the parliament and monarch having equal power. The nation is controlled by a group of nobles known as the Tenshin Ministry. This group is a conglomeration of 11 noble houses to form one cohesive body. The nation is currently fairly small, but it once was one of the largest nations in the region. For over 75,000 years, the State controlled the entirety of the Ventemir Galaxy. Currently it is much smaller, controlling Kanadett, which is a star cluster, and only a portion of Ventemir.

The nation, like so many others in the Confederacy, formed after the collapse of the Yohjan Confederacy. Hundreds of ultra-wealthy individuals fled to remote antimatter production plants they owned when things became too unstable at home. With them they brought large numbers of drones and other infrastructure to maintain their quality of life, intentionally designing their hideout to be post-scarcity without the need of a stable government. When the Yohjan Confederacy finally fell, Kanadett had over one hundred thousand inhabitants. After a brief conflict, Senku Takanashi I was crowned king. He used their advanced antimatter production to force nations to capitulate to his will by threatening to cut off the supply. He knew not to push other countries too far, as they would be able to eventually make their own, but he also knew that doing so would mean decades of losing to their enemies. In the end, Kanadett was able to amass large amounts of resources from almost every nation in the galaxy, and even some of those outside of it. The Lowuks-Entente, the nation controlling the Ventemir Galaxy at the time, was so indebted to them that Tenshi was able to essentially slowly buy the country. By the time the confederacy was fully established, Tenshi already controlled vast swathes of the galaxy.

Currently, the State of Tenshi is much smaller than it was at its height. Despite this, the nation has the highest GDP per capita of any nation in the CoB, entirely due to the ludicrously profitable Takanashi Antimatter Corporation owned by the monarchy itself.

Associated Nations

The Entente of Ventemir

Saka.png 3.072 Ayomi Atlins, Humans, Legions, Orcubor The nation used to be controlled by the State of Tenshi, but a succession crisis caused the nation to break away. It is now controlled by the "Sakagami House," a group once part of the Tenshin Nobility.

The Entente of Ventemir is the nation occupying the second largest satellite of the Via Sagittaria, the Ventemir Galaxy. The nation is a constitutional aristocracy with strong democratic principles. The aristocracy as a whole takes the place of a monarch in terms of government affairs, with the aristocracy holding on to various executive powers normally afforded to presidents. The aristocracy operates as a sort of hybrid noble organization in which monarchs representing all three species in the galaxy rule it in a "rule of four," one for each species.

The State of Tenshi still claims the Ventemir Galaxy as their rightful territory and, using their large influence, have blocked all of its attempts to gain full member status. Despite these efforts, the Entente of Ventemir was allowed to partially join and use the same currency for ease of trade.

Shev'ra is a small nation located in the Ejeunor Galaxy that controls about 80,000 star systems. While originally a part of the Yohjan Confederacy, the damage done by the split and the subsequent wars plaguing the galaxy caused its inhabitants to isolate themselves from galactic affairs. Only recently did they establish formal relations with the Confederacy. These relations involved a simple treaty stipulating that the Confederacy and Shev'ra would have a mutual-defence pact to handle outside threats to both nations.
