To many, the Confederacy of Borealis represents a beacon of democracy in a hostile galaxy populated by dictatorships and technocracies. To others, the Confederacy is a force for ill, raiding cities as though they were state-backed pirates. To still others the Confederacy represents the entrenchment of capital and a betrayal of its original worker-centric model. Governments see it as a guarantor of order and rivals see it is a threat to their hegemony. Regardless of perception, the Confederacy is one of the galaxy's largest creditors, controls vast swathes of its wealth, and is even capable of galactic-scale military action; the Confederacy's influence can in no way be understated.

The Confederacy of Borealis (Boreal Basic: 𐌺𐌰𐌽𐍆𐌰𐌳𐌴𐍂𐌰𐍄𐌹𐍉𐌽 𐍅𐍉𐌽 𐌱𐍉𐍂𐌴𐌰𐌻𐌹𐍃), often abbreviated as CoB, also called The Confederacy, is a large international para-state organization comprising hundreds of thousands of cooperatives, syndicates, religious organizations, guilds, orders, and unions united under a congress and president located throughout most of Cosmoria. While having direct control over few systems, it nearly entirely controls the economies over major Human worlds such as Thalsiedeln, Petra, Aegyn, and Albedo. Were its economic influence measured as energy consumption, it would outrank most nations.

The Confederacy of Borealis was at one point capable of military influence at the level of Cosmoria, making it a military superpower despite its status as a non-state entity. While today it has lost this prestigious status, its large military apparatus remains a formidable foe on the galactic stage. The Confederacy controls many restored artifacts from older civilizations such as the Triumvirate Civilization and is a leader in technological research. The Confederacy has the largest voting power of any organization in the parliament of the Greater Martial Consilium.

Governance and Politics[]

While originally the government of the Confederacy was small, only having a president and a representative from each component organization, it has since grown into a vast somewhat decentralized organization. Owning large numbers of assets, the profits from these are distributed mostly evenly amongst members.

The Executive Council[]

The Executive Council is a combination cabinet and collective-presidency made up of seven individuals. The who roles are as follows:

  • President: The holder of the title "Duke," within the Greater Martial Consilium. This individual decides how to vote in its ruling body, the Consilium, and is the diplomat-in-chief. The president commands the Marines, the special forces of the Confederate military.
  • Fleet Admiral: The commander-in-chief of the Kriegskosmos, the largest branch in the Confederate military composed of nearly all of its war ships.
  • Magi General: The commander-in-chief of both Wehrthaum and the Mage's Division, the two branches of the military dedicated to Thaumaturgy.
  • Treasurer: Head of the Department of Finance which is responsible for financing the government's operation, including the production of the Carosi currency as well as the management of the Confederacy's vast banking apparatus.
  • Police General: The command-in-chief of the Department of Law whose mission is to guard confederate assets, protect members in hostile territory, and to hold on to valuable territory.
  • Chief Ombudsman: Head of the Department of Maladministration, a department dedicated to the maintenance of Worker's Rights. The Chief Ombudsman is elected by popular vote instead of by appointment by the Legislature.

These officials are mostly members of the Convention who, instead of running for reelection in the congress run for election in these offices. Each aspiring official runs to be president and, based on how they place in the election, will be rewarded a position. The candidate with the most votes will become the president, the next will get to be Fleet Admiral, the next Magi General, etc. Often, candidates will intentionally undersell their run to maintain their current position or to gain a more desirable one.

The Executive Council runs the government unimpeded save for changes to bylaws, which are regulations followed by the government, and legislation, which are regulations that manage worker's rights. The council exists mostly to handle large-scale projects such as the military, infrastructure projects, investments owned by the Confederacy itself, and to maintain favorable conditions towards members of the Confederacy.

Legislature[]

The Confederacy is officially governed by its members but its large scale made that impossible only a few decades after its founding. An early reform rectified this problem by doing away with regular referenda and instead having each worker become represented by several offices at a time. These offices are the Interests, of which there are 94, the Divisions, of which there are 3,051 and the Worker Councils, of which there are 40,584. Representatives from each of these offices each have different power within the organization-wide legislature.

The Convention[]

The Convention is the portion of the legislature made up of the presidents of all Worker Councils. This group only meets annually and, since they are directly accountable to the people, are the ones to appoint those in the Executive Council. The Convention is required to approve of bylaws and other legislation before they become official. The Convention meets annually for a month at a time.

The Assembly[]

The Assembly is made up of the representatives of divisions, the mostly ceremonial groupings of Worker Councils which have little power to govern. Representatives in the Assembly must be one of the Worker Council presidents who, instead of running for reelection in their Council, run for a position in the Assembly. This body approves budgets submitted to them by the Department of Finance and their consent is needed for any change to be done to Confederate finance. The Assembly has the power to pass bills which can become bylaws or regulations. The Assembly has the exclusive right to pass tariffs on goods passing through Confederate-owned ports.

The Congress[]

The Congress is made up of the presidents of Interests, large collections of Councils which represent industries. The Congress has the power to pass laws, the power to declare war, and the power to change membership dues. Only the Congress can approve the admission of a new Interest, Assembly, or Worker Council. Unlike the other two branches, the Congress meets for half of the year at a time.

Internal Divisions[]

Worker Councils[]

As the Confederacy is built on the idea of self-determination for its members, local-scale Worker Councils handle most internal affairs. Councils can have anywhere from one to two-hundred Cooperatives within them. Cooperatives are the lowest-level tier of governance and are collectively-owned by those who work for it. Officials in Cooperatives can make up to twice as much as the lowest-paid worker as a salary, in addition to the profits which are split evenly between all members.

Councils each have a president and a legislature. Presidents are appointed by approval-based voting and the legislature is appointed by ranked-choice voting. They are free to fire or hire anyone as they please; however, they are unable to dissolve themselves or annex sister Councils without approval from Congress. Worker Councils are created by Congress to accommodate Cooperatives, unions, or other worker-created organizations that desire membership. They are only created when these low-level organizations cannot be reasonably added to an existing Council.

Divisions[]

Divisions are collections of Worker Councils based on geographic distribution. Continents, small space-habitats, and small asteroids or moons host divisions. Occasionally, divisions represent species, ethnicities, or religious groups within a wider geographic region. They have little internal structure besides their representative in the Assembly. Some Divisions host Arch-Councils, which are a tier of governance between Council and Division that are usually reserved for large enterprises that would normally host multiple councils given their size. Arch-Councils have no representation in the legislature.

Interests[]

Interests are collections of Worker Councils based on industry. An "industry" is an arbitrary division but is important nonetheless as different industries have vastly different needs. Interests can regulate their Councils however they please so long as they do not violate their worker's right to a portion of the profit, reasonable working conditions, and reasonable hours. Interests are able to hire outside help in the form of private contractors as long as less than one-sixth of their work force is made up of contractors.

Interests can collect dues, can own banks to finance projects, and some even have private militias. It is for this reason that the Confederacy has its name, the "states" that make it up are largely independent and capable of operating as they see fit.

Military[]

The military of the Confederacy is its largest asset by a wide margin. In the past, diplomatic solutions were preferred to direct military actions, however. As the Confederacy grew in size and influence, constantly hiring security firms to protect assets grew expensive. A proper professional military was first created in 59,634 CE, created to occupy Albedo, the capital of the Neo-Terran Co-Prosperity Sphere. In what was essentially a coup attempt, the military of the confederacy soon began to occupy the role that the Neo-Terran military had. Even though the Confederacy did not win its bid to become the next ruler of Martial Space, it maintained its large military to project power onto Eos. The chaotic realm, a large disk built around a star, proved difficult to peacefully expand into.

As the Confederacy took the reigns of Martial Space away from Tenshi, the military grew in size and budget to that of a galactic superpower. The War of the Ancients greatly weakened the Confederacy and it shattered into dozens of smaller factions following Jezebel's War. Donatus Shuker lead the military to reunite the Confederacy in 90,006 CE.

Branches[]

Kriegskosmos[]

The largest branch by far, Kriegskosmos alone takes up half of the budget. Formerly called "the navy," possesses the lion's share of the Confederacy's military spacecraft. This branch is headed by the Fleet Admiral, the second-highest ranking official in the Confederacy of Borealis.

The Five Major functions of the Kriegskosmos are:

  • Ensure an environment friendly to trade for Confederate and other friendly firms
  • Power Projection
  • Deterrence
  • Transport or otherwise support the Marines
  • Eliminate Piracy, whether state-backed or private

Kriegskosmos is the largest fleet among polities within the Greater Martial Consilium save for the central government. It operates 12 Titans, the centerpieces of the branch and the nucleus of strike-forces dispatched by the Confederacy in war time. Titan groups were the primary splinters of the Confederacy following its collapse during Jezebel's war. Each major confederate world has two protecting them, with the remaining four distributed throughout Martial Space.

Smaller strike groups, such as those based around the Confederacy's two Supercarriers or seven Thaumic Ships are deployed outside of Martial Space or kept in storage around Thalsiedeln. Special Strike Groups are centered around the Confederacy's few artifacts, ancient ships containing lost technology. Smaller strike groups usually offer rear support to larger groups or defend confederate bases outside of Martial Space.

The Marines[]

The Marines are the second most well-funded branch of the military and are responsible for ground operations. Commanded by the president of the Confederacy, they are the branch with the most service-members. The easiest way to join the Confederacy of Borealis is to join through the marines who, unlike other branches, are considered "associate members."

The major goals of the marines are as follows:

  • Secure territory, infrastructure, or space-habitats that are strategically important
  • Guard important personnel, politicians, or friendly foreign agents
  • Maintain a trade-friendly environment within urban environments

Wehrthaum[]

Wehrthaum is the next largest branch of the military. It is a civilian branch headed by an elected official from outside of the military. With bases across Martial Space, this branch is a research organization that works closely with universities, Confederate cooperatives, and outside firms to unlock the secrets of Thaumaturgy. Wehrthaum works closely with the other branches to develop weapons that integrate Thaumaturgy, Neuromancy, or other forms of magic.

Mage's Branch[]

The Mage's Branch, as it is simply known, is the smallest branch. This branch uses the fruits of Wehrthaum's discoveries offensively, using Magi as soldiers. Despite its small size in terms of personnel, it is still significantly expensive. The salaries for Magi in this branch are higher than nearly any other employee in the Confederacy to attract non-members and to ensure loyalty.

The Mage's Branch works closely with various Chivalric Orders, such as the Alkan Intendancy, to train Paladins. Paladins are a class of Magi that, instead of using spells, enhance their own physical abilities through their devotion or faith. They make up most of the soldiers in this branch.

Economic Influence[]

The Economic influence of the Confederacy has varied greatly throughout its history. At its peak, the Confederacy controlled over 21% of all wealth generated in Aylathiya, nearly a whole five percent of the total wealth in Cosmoria. Today it controls a mere 15%, an incomprehensible amount.

The main official currency of the Confederacy is called the C-Unit. In order to join, an organization must adopt the C-Unit as their standard currency while forfeiting their right to issue their own currencies. The C-Unit is the most widely accepted currency within Martial Space. Historically, C-Units have been backed by a microgram of antimatter; currently they are tied to roughly 25 kilowatts of energy each.

History[]

Origin[]

The Confederacy of Borealis would form gradually as various worker cooperatives across Thalsiedeln banded together to protect their property. With time, this new organization would be called the Confederacy of Thalsiedeln, a planet-spanning organization that maintained order and regulated commerce. By 87,850 CE, they had filled in the vacuum left by the inadequate local government, establishing laws, tariffs, and engaging in diplomacy for the first time. While the local governors complained, higher officials simply taxed the Confederacy and allowed it to operate as it pleased.

From Thalsiedeln, it would begin ravenously absorbing all private ventures around itself; the workers of these ventures simply forming a union and joining the Confederacy to force their bosses out of the workplace. They would establish a "Confederate Bank" in 87,895 CE, giving the organization a way to bail out its subsidiaries as well as giving it a mechanism by which it could make money through loans. In the lawless corner of Martial Space the Confederacy sat in, it would need to enforce its loans using its own guards. In 87,904 CE, the Confederacy created its first para-military group; it was composed of volunteers from across Thalsiedeln and the area around it.

With rapid expansion came growing pains. Some of the oldest unions began to demand an increased share of confederacy-owned assets. Under pressure, the president simply "annexed" these troublesome organizations. While this did spark outrage across the Confederacy, even prompting some organizations to leave, it became essentially impossible to do business on Confederacy-dominated worlds without being a member. On certain worlds, trade could only take place amongst Confederate-allied organizations. Many collapsed or were disbanded as they folded under pressure by leadership. The Confederacy became nearly as coercive as the tyrants it replaced.

Rise as an Economic Superpower[]

By 87,989, the date of accession of Imperatrix Ymir in the Neo-Terran Co-Prosperity Sphere, the Confederacy had membership approach 5 billion and was one of the most influential organizations within Martial Space. The people preferred its somewhat exploitative practices to the explicitly exploitative practices of other powers in their region. This would only become more true as the Sphere continued to grow more unstable.
