The Nuurian Theorcracy, known as well as the Nuurian Kuulism Compound (Kuulek Kanki Nuureen), is inhabited by the Nuurians and is a state within the larger Nuurian Federation. They integreated into the Federation to preserve their belief system against the atheistic approach of the Lorship of Nuur.

This nation was made of Nuurian converts to the Unionist religion. They are the only Xeno nation in the cosmos to have adopted unionism, due to the secrecy and humano-centric approach the religion has taken in the Union. The Nuurian Theocracy is the only nation with a significant large amount of Luunans (about 1/3 of the Nuurian Theocracy is Luunan). The Luunan are very well seen in the Theocracy as a perfect blend of Human and Nuurian believers of the Unionist religion. However, they are mistrusted in other places in the Federation outside the Theocracy.

Apparently, expelled missionaries from the Union reach the Nuurian territories somewhere around 60 000 to 65 000 CE and began to promote the religion among the species. Althought at first reluctant to do so, they finally converted when the world of Ekuur felt to the parasite and covered almost a third of the local fauna there. Missionaries interpreted this as a holly sign of choosing for Ekuur as a second base for the Unionist religion. The religion spread quickly into Ikuur and then to it's loyal colonies.

The Nuurian Theocracy is a loyal memnber of the Nuurian Federation and has traditionally allied with other nations of faith within the Nuurian Federation to push their agenda against the Lorship of Nuur. The Nuurian Theocracy is a main member of the Religious faction on the Federation. Even though the members are against each other somehow, due to their believe that their own religion is above that of the others, they have unite on a common enemy and a common agenda (pushing their religion further into the Federation and defeat the Lorship). This has kept peace in the faction for now.

The space where currently the Nuurian Theocracy is located was colonized by the Nuurians in the 40 250 CE (20 084 ADL) and 42 750 CE (22 584 ADL). Small colonies arose in the worlds of this region, which was called the Makurka Region. For most Nuurians it was called the Independent Colonies, due to it's total lack of ruling by any mayor nation. Most planets being completely independent and on their own. The area was also largely underdevellopped compared to other main worlds of the Nuurians.

Later, some of these independent colonies would form the Haagu Republic while the colonies within the Makurka Region, who were expose to the Unionist Religion and converted, formed the Nuurian Theocracy. Both later integrated as states within the Nuurian Federation. During the times of internal conflict within the rising states that would later form the Nuurian Federation, many colonist flee to the outer borders (at the time) and settled there. This sparsely populated colonies would soon become the Haagu Republic and the Nuurian Theocracy as we know them today.

After the great battle between the rising powers of the Nuurian Federation and the Lorship of Nuur around 46 672 CE (26 506 ADL), many refugees flocked to the area that was little to no affected by the conflict adding up to the inhabitants already living in the frontier worlds. This made the colonies increase their population and importance forming small systemic nations covering either a dozen systems or as little as one system. This system-large nations became bigger and bigger with time to Form the ancestors of the Haagu Republic and the Nuurian Theocracy.

During the early 50 300 (30 134 ADL) to 52 450 CE (32 284 ADL) a campaign of inner conflict arose between this independent planets to impose their will. Battling among themselves was common place throughout this time. Finally two nations arose into power, the Ekuur Domain and the Kirkuur Confederacy. These nations would control most of the Independent Colonies (as they were called) of the Makurka Region for over a millennia with small wars arising from each other. Both countries had a deep sense of religiosity and traditional religions where taking hold. However, while Ekuur was basing itself on the figure of a powerful ruler putting aside religiosity, the Kirkuur where becoming an increasingly religious nation, where a theocracy with an elite of High priests ruled much of the population, thus holding power in the nation

In the middle of this battle of between the two nations of the Makurka Region, the Nuurian Federation and the Lorship had kept expanding alongside the Nuurian colonized territories, absorbing nation after nation to become the two superpowers of the Nuurians. By 55 450 CE, both nations controlled almost all Nuurian worlds, except for those in the Makurka Region. Many of this worlds would either join the Nuurian Federation, the Intergalactic Federation, the United Alliance or the remain independent.

All was about to change in the Independent Nuurian Colonies when large scale migration of Unionist missionaries reached the Ekuur Domain in an event called "The Great Makurka Migration", which will reshaped the region's culture, etnicity and religion. This provoked the conversion of the Domain to the Unionist Religion around the 60 000 (~39 800 ADL) to 65 000 CE (~44 800 ADL), leading to the overthrown of the ruler of Ekuur and transforming the nation into a priesthood ruled nation. This fervently new adopted religion lead the way of the Domain into aggresive conquest of the Kirkuur Confederacy, annexing it completely and then forming the Nuurian Theocracy.

It was about this time that the first Luunan make their appearance within the Makurka Region and the newly created Nuurian Theocracry.

By the 67 812 CE, the Nuurian Theocracy could not avoid the expansion of the Nuurian Federation and the Lordship of Nuur. This led to a small cold war with the Lordship of Nuur and the final integration with the Nuurian Federation to assure it's survival. The Nuurian Theocracy bordered Human territories as well, which led to stop on the expansion of the nation to be effectly independent.
